ABOUT THE POSITION:

This is work primarily comprised of enforcing the animal control laws and regulations of the State and the Town in order to insure both proper treatment of animals by humans, and the protection of humans and property from vicious or dangerous animals or nuisance conditions the animals may create.  Enforcement of municipal town ordinances as required and other miscellaneous duties of a general community service nature unrelated to animal control may be required from time to time.

Work involves a variety of tasks including field investigation of complaints, issuance of summonses, care and treatment of various domestic and exotic animals, and clerical work in maintaining and compiling reports and statistical information.  In addition, the Community Service Officer is also tasked with assisting in maintaining the good condition of the animal shelter and the animals temporarily housed there. The Community Service Officer may be assigned to investigate minor motor vehicle crashes (collision reports as defined in Operations Directives), motor vehicle lockouts and assigned to perform traffic control functions. The Community Service Officer may also be assigned to assist police officers with other service activities. The Community Service Officer will also respond to medical calls for service and will obtain and hold a minimum of an EMR certification from the state of Connecticut.  The Community Service Officer must be able to respond to emergencies during non-standard work hours.  Completion of a 80-hour state mandated Animal Control Officer course within one year of appointment to the position is also required (https://www.cga.ct.gov/2016/rpt/2016-R-0111.htm).  

EDUCATION AND EXPERIENCE:

Graduation from high school or high school equivalent certificate is required.  Prior work experience of at least one year or specialized training in the care and maintenance of animals is preferred. Certification as a veterinary technician or advanced course-work in veterinary science, animal husbandry, or a similar field or knowledge of State laws pertaining to animal control is desirable.  A valid driver's license is also required.

In lieu of the above, any equivalent combination of training and experience that provides the following knowledge, abilities and skills may be considered at the discretion of the Town.

While performing the duties of this job, the employee is frequently required to sit and talk or hear.  The employee is occasionally required to stand; walk; use hands to finger, handle or operate objects, controls or standard law enforcement tools and equipment; reach with hands and arms; climb or balance; stoop, kneel, crouch, or crawl; and taste or smell.

The employee should be able to lift and/or move more than 100 pounds with or without assistance.  Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

While performing the duties of this job, the employee will often work in outside weather conditions.  The employee occasionally works near moving mechanical parts; in precarious places; and with explosives; is occasionally exposed to wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals, extreme cold, extreme heat, vibration and life-threatening situations.  The noise level in the work environment is usually quiet in the office, and moderately noisy in the field.

The South Windsor Police Department is a proactive and progressive law enforcement agency with a focus on community policing and problem solving. We serve a town of approximately 27,000 people covering an approximate area of 28 square miles. The department offers paid training, a competitive salary and benefits package and a defined contribution retirement plan.  We are authorized to have 46 sworn officers and 14 civilian employees, including 8 emergency telecommunicators, 2 community service officers, a support services technician, and 3 civilian administrative positions.

The hiring of a Community Service Officer is a multiple phase process that includes the following

Additional Notes: 

Grooming Standards- Tattoos & Piercings:
The South Windsor Police Department does not permit facial piercings to be worn on duty and only female employees are permitted to wear 1 pair of small stud type earrings while on duty.
Tattoos are now acceptable provided: they are not offensive in nature.  No visible tattoos are permitted on hands, neck or face that would be visible while in uniform except for a single "wedding band style" tattoo on the ring finger of the left hand.
